Fund Manager of Financial Instruments in Bulgaria EAD is:

  • a single member shareholder company fully owned by the Bulgarian State. The rights of the State are exercised by the Minister of Innovations and Growth, who takes decisions within the remit of the general meeting of shareholders.

Supervisory Board

Ivan Ivanov

Ivan Ivanov is a Chair of the Supervisory Board of the Fund of Funds. He has more than 18 years of experience in strategic management and policy coordination in the field of European Structural and Investment Funds. Since 2017, he has held the position of Director of the Central Coordination Unit at the Administration of the Council of Ministers, where he coordinates the implementation of the National Recovery and Resilience Plan and the Partnership Agreement between the Republic of Bulgaria and the European Commission for the programming period 2021–2027.

He chairs Working Group 19 “Regional Policy and Coordination of Structural Instruments” at the Council of European Affairs. Previously, he held management and expert positions in the field of planning, programming and monitoring of EU funds at the Ministry of Finance.

He has experience in managing international financial instruments and actively participates in the EU decision-making in the field of Cohesion Policy. He holds a Master's degree in International Economic Relations from the University of National and World Economy.

 
Georgitsa Stoyanova

Georgitsa Stoyanova is a member of the Supervisory Board of the Fund of Funds. She is a lawyer with over 25 years of professional experience in the public sector, including strategic management, legislative activity and legal-regulatory coordination at institutional level. She has worked in the regional administration system and the Ministry of Defense, where she headed the Legal and Regulatory Activity Directorate for several mandates. She has broad experience in the judiciary as a court administrator in the Administrative Court – Sofia Region.

From 2016 to 2025, she was a member of the Commission on Protection of Competition. During this period, she worked on topics related to public procurement and concessions, antitrust regulation, unfair commercial practices, and merger control. She possesses in-depth expertise in administrative and commercial law, as well as in procedural representation before judicial and arbitration institutions.

She graduated in Law from South-West University "Neofit Rilski". She speaks English and Russian.

 
Stefan Doikin

Stefan Doikin is a member of the Supervisory Board of the Fund of Funds. He has over 15 years of professional experience in finance, investments, and corporate governance. He has held senior positions in both international and governmental organizations.

Financial advisor with experience in alternative investments, private equity, hedge funds, and institutional investors. He has worked as a financial advisor to the European Commission in Brussels and later joined the World Bank in Washington, D.C., USA.

He is the founder and CEO of a financial advisory company with partner offices in the USA, Europe, and the Middle East. Currently, he sits on the board of directors of a private US holding company with investments across multiple sectors in Europe and the USA.

He graduated from the London School of Economics and Political Science, the John F. Kennedy School of Government at Harvard University, and is a PhD candidate specializing in economics, digital transformation, and financial services. He has publications in the areas of finance, financial instruments, and corporate financing.

Management Board

Alexander Georgiev

Alexander Georgiev is Executive Director and Chair of the Management Board of the Fund of Funds. He has extensive and in-depth work experience gained in expert and managerial positions with professional acumen on insurance and finance. Since 2015, he has been working on the implementation of financial instruments aimed at private companies’ development, using resources from both the European Structural and Investment Funds and the national budget. From 2018 to 2021, he held the position of Executive Director of the Fund of Funds.

Between 2021 and 2025, he worked as a financial consultant for private companies with focus on financial and investment analyses, with strong advising role during the process of fund application.

He has been a member of the Management Board and Authorised Officer of the National Guarantee Fund EAD, where he participated in the development and implementation of individual and portfolio guarantees granting access of SMEs to European and national funding.

He has participated in the Advisory Committees on the implementation of financial instruments under the Rural Development Programme and the Operational Programme for the Development of the Fisheries Sector. He holds a Master’s degree in Economics and Industrial Management from the D. A. Tsenov Academy of Economics in Svishtov.

 
Alexander Nenkov

Alexander Nenkov is Executive Director and member of the Management Board of the Fund of Funds. He is an economist with extensive experience in public administration and legislative work. He has been a Member of Parliament in several successive National Assemblies, where he has held leading positions in parliamentary committees related to regional policy, public works and local self-government.

He has taken part in international delegations, including the Parliamentary Assembly of the Council of Europe. He holds a degree in International Relations at the University of National and World Economy and specialised in European Relations at Sofia University ‘St. Climent Ohridski’.

 
Biser Petkov

Biser Petkov joined the Fund of Funds team as Executive Director and member of the Management Board in May 2023. He has professional experience in the regulation and supervision of the non-banking financial sector as Chairman of the State Agency for Insurance Supervision (2002–2003) and Deputy Chairman of the Financial Supervision Commission in charge of the Insurance Supervision Department (2003–2009), as well as in the field of public administration as Governor of the National Insurance Institute in the period 2011–2017.

From May 2017 to December 2019, he served as Minister of Labour and Social Policy. He holds a PhD in Economics from the University of National and World Economy and in 2012 he obtained a degree of Associate Professor.
