Access to Public Information

Each member of the public or legal entity has the right to request access to public information created and stored by Fund Manager of Financial Instruments in Bulgaria EAD (FMFIB), and also to apply for the re-use of that information, in accordance with the FMFIB Internal rules on access to public information. Access to public information may be requested in the form of an oral enquiry or in a written application. Requests to re-use information must be made in writing.

The person responsible for accepting applications for access to public information is the business secretary of the Legal Affairs, Human Resources and General Administration Unit of the FMFIB.

Written applications for access to public information must be registered at the FMFIB at the following address: Sofia 1606, Blvd. Eduard I. Totleben 30–32, on each business day from 9:00 to 17:30.

Applications received at the FMFIB office fax number +359 2 801 4089, by e-mail at nJmLilmZtZGQlNWamZ2b or using the platform for access to public information on the website of the FMFIB www.fmfib.bg are also deemed to be written applications. No electronic signature under the Electronic Document and Electronic Signature Act is required.

In case of an oral enquiry, a report of acceptance of an oral application for access to public information is drawn up, which needs to be signed by the applicant in person and is then registered at the FMFIB at the following address: Sofia 1606, Blvd. Eduard I. Totleben 30–32, on each business day from 9:00 to 17:30.

Access to information can be provided in the following form:

  • viewing the information, in the original or a copy, or by means of a register that is open to the general public;
  • an oral response to a query;
  • a hard copy;
  • a soft copy (CD, DVD);
  • copies provided electronically;
  • an internet address where the data is stored or published;
  • a combination of several forms.

Access to public information is provided to the applicant or to another authorised person upon presentation of a letter of attorney signed by the applicant, upon payment of the costs established in accordance with Order No ZMF-1472 of 29 November 2011 laying down costing rates in provision of public information under the Access to Public Information Act, depending on the type of medium issued by the Minister of Finance (State Gazette (SG) No. 98 of 13 December 2011, in force as from 1 January 2012), and a payment document.

Public sector information is provided for re-use free of charge or upon payment of a fee which may not exceed the cost of materials for the reproduction and provision of information according to a tariff adopted by the Council of Ministers.
