Environment 2014-2020

Operational Programme Environment 2014-2020 (OPE) includes financing from the European Regional Development Fund (ERDF), the Cohesion Fund (CF) and national co-financing, with a total budget BGN 3 462 564 946.01.

The Programme focuses on the following goals: developing a more competitive, low-carbon economy where resources are used in an effective and sustainable way; protecting the environment; reducing GHG emissions and preventing the loss of bio diversity, and taking advantage of the EU’s leading position in developing new green technology and production methods.

OPE 2014-2020 addresses the identified investment requirements by means of interventions along six Priority Axes (PAs), where PA 1, Water Resources, and PA 2, Waste Management, envisage the implementation of financial instruments.

A Financing Agreement between Bulgaria’s Ministry of Environment and Water Resources, as the Managing Authority for the Programme, and Fund Manager of Financial Instruments in Bulgaria EAD (FMFIB EAD) was signed on 10 January 2017. Under the agreement, FMFIB EAD is contracted to manage BGN 52.43 million from OPE 2014-2020, earmarked for providing support through financial instruments in the Waste Management sector.

The resources budgeted for financial instruments in OPE 2014-2020 in the Waste Management sector will be made available in the form of guarantees covering losses on a loan portfolio, with a cap on losses, for eligible investments. The financial instruments are aimed at achieving sustainable management of residential waste by improving the financing terms for the economic entities operating in the sector.

A second Financing Agreement is to be signed between the Managing Authority of OPE 2014-2020 and FMFIB EAD on providing support through financial instruments in the Water Resources sector, with a budget of BGN 234 million.
